THE SUPREME COUNCIL OF THE TRANS-DNIESTER MOLDOVA REPUBLIC. RESOLUTION  No 286 On Ratification of Agreement on friendship and cooperation between the Trans-Dniester Moldova Republic and the Republic of Abkhazia 

Being guided by the international acts, meant to provide for the integral right of peoples on self-determination, aspiring towards the further development and strengthening of multilateral cooperation among the states and taking note of the resemblance of destinies of multiethnic peoples of the Trans-Dniester Moldova Republic and of the Republic of Abkhazia, fighting for the independent and equal state development, verifying the aspirations of our peoples towards establishment of fair political, socio-economic and cultural ties, the Supreme Council of the Trans-Dniester Moldova Republic resolves:

AGREEMENT ON FRIENDSHIP AND COOPERATION BETWEEN THE TRANS-DNIESTER MOLDOVA REPUBLIC AND THE REPUBLIC OF ABKHAZIA 

The Trans-Dniester Moldova Republic and the Republic of Abkhazia, based on the common goals and objectives of strengthening own statehood, guided by the aspiration towards further development and strengthening of multilateral cooperation between the republics, believing that establishment of just political, economic and cultural ties, based on the cooperation of power organs, economic organs, cultural societies, agencies is a necessary guarantee of their political development;

Insisting on protection of Human Rights, expressing the will to contribute to the settlement of immediate economic and social issues and guided by the aspiration of their peoples towards self-determination, independence and sovereignty, decided to conclude Agreement on friendship and cooperation and agreed on the following:

Article 1. The high contracting parties are expressing the firm belief to develop and to foster, on the basis of the universal principals and values of mutual respect and equality, fraternal bilateral ties, in the pursuit of prosperity of their peoples and strengthening of peace and accord among the citizens, despite their nationality. They will share experience of democratic transformations in the state and economic domains, taking into account the diversity of its forms and also the national peculiarities and specific conditions of each republic.

Article 2. The republics will comprehensively develop and improve economic and scientific and technical cooperation, as well as trade relations. They will coordinate national economic activities and will be in pursuit of the most effective forms and directions of the bilateral interaction.

Article 3. The Trans-Dniester Moldova Republic and the Republic of Abkhazia will closely cooperate in the domain of state building. They will support the development of relations between the trade unions, youth, women’s and other public organizations and labor collectives, as well as the contacts in the spheres of science, culture, education, health care, radio, press and television.

Article 4. The republics will consistently support establishment of the fraternal friendship between the residing peoples, improving and expanding their cooperation in all the domains of life on bilateral and multilateral levels. They will actively support expansion and deepening of cooperation and economic integration on the agreed directions.

Article 5.  The Contracting Republics, based on the common goals and approaches to the development of the actual democratic processes, diverse economy, will provide for permanent sharing of opinions on these issues, will constantly put necessary efforts for strengthening of peace on the territory of own republics, as well as in the region and will facilitate reduction of defense expenditures without diminishing of security of their peoples.

Article 7.  (…) They will also facilitate the political settlement of regional conflicts and liquidation of hotbeds of tension by means of negotiations and consultations on the basis of respecting sovereignty and right of peoples to self-determination and free choice of their political and public arrangement.

Article 8. The republics will respect the principles of the UNO, implementing its decisions, as decisions of the universal organization, designed to settle key problems of the current world.

Article 9. The Trans-Dniester Moldova Republic and the Republic of Abkhazia will do their best for implementation of close economic contacts on the just and democratic basis, with the purpose of inadmissibility of unequal exchange, protectionism and any type of discriminatory practice in the trade between each other. They will facilitate actual fraternal cooperation, directed towards economic, social and spiritual development of their peoples, will provide comprehensive assistance to ach other in the settlement of all the problems, existing in this domains.

Article 11. In case of threat of armed attack against any of these republics, the sides will immediately begin respective consultations with the purpose of elaboration of measures of retaliation of aggression.

Article 12. The present agreement does not impede each of the sides to develop good neighborly relations in all the domains with other republics and is not directed against the third countries.

Article 13. The present agreement is concluded with the term of 10 years. Its action will be automatically prolonged for five year period, if any of the parties will not express its will to denounce the agreement by means of the written notification 6 months prior to the expiration of the mentioned term.

Article 14. The present agreement is subject to ratification by the supreme organs of state power of the both republics and will be enforced on the day of the exchange of instruments of ratification that will be held in the city of Tiraspol.
